Roger Batzel LIVERMORE, Calif. — Roger Batzel, who directed the Lawrence Livermore National Laboratory during the arms race years of 1971 to 1988, died Saturday. He was 78. Batzel oversaw the lab's growth and transition from a "defense and nuclear facility to a multi-program institution dedicated to solving the important scientific issues of our time," Livermore Director Bruce Tarter said in a statement. During his tenure, the longest of any lab leader, Livermore grew from 5,400 employees and a $128 million budget to 8,000 employees — plus 2,000 additional contract workers — and an annual budget of $815 million in 1988. National security was key for Batzel, colleagues said. "He was a scientist, and he believed very deeply in the building up and the strength of the United States" in the decades following World War II, said Duane Sewell, who served as deputy lab director in 1971-78. Batzel was an Air Force navigator in World War II before studying chemical engineering at the University of Idaho and then moving on to the University of California at Berkeley, where he studied under nuclear pioneer Glenn Seaborg and got his Ph.D. in 1951. He joined the Livermore lab in 1953, two years after it was founded. Batzel was a fellow of the American Physical Society and the American Association for the Advancement of Science and received the Distinguished Associate Award from the Department of Energy. Farrell, "the strategic brain" behind a lawsuit that led to a landmark U.S. Supreme Court decision on legislative redistricting in a Tennessee case, died Monday of congestive heart failure. He was 79. After losing a bid for the state Senate in 1956, Farrell filed a federal lawsuit. He argued that the Legislature's failure to reapportion since 1913 had resulted in gross disparities between districts to the disadvantage of growing districts in the metropolitan area. The courts ordered the Legislature to redistrict and his argument later was the basis of a Tennessee case, Baker vs. Carr, that became the Supreme Court's "one man, one vote" decision in 1962. The court ruled that legislative districts within a state must be substantially equal in population. Farrell did not argue the case before the Supreme Court, but historians as well as the attorneys credit him with shaping the argument. Broderick was best known for his ruling that closed Pennhurst, a huge institution housing 1,200 challenged and disabled residents in Chester County. A class action lawsuit charged that the residents were abused and neglected. Broderick demanded Pennhurst be closed and ordered state and county officials to provide care for the former Pennhurst residents in small group homes. Although he was a devout Roman Catholic, he barred the city from spending tax money in 1979 to build a platform for Pope John Paul II to celebrate Mass during a visit to Philadelphia. In another decision, he ruled in 1990 that an employer could be held liable under Pennsylvania law for firing a worker who was infected with the AIDS virus.
